It cannot deter anything if they have no authority my man. They only thing it can do is expose a fighter as a cheater. There are no other consequences they can realistically hand out without being officially affiliated with the state commission where the fight is being held or the boxing organization sanctioning the fight. This to me is a publicity stunt to try and embarrass Pacquiao and force his hand.

That is not a ban my friend. Its a voluntary agreement to leave the sport for two years. At anytime though, if one were to get caught cheating, that fighter could come back and fight because it has no ties to commissions or organizations. Basically it is meaningless. The more I think about it the more I believe this is a PR move to put pressure on Pacquiao. That is only an opinion of course.

Its like Pac requesting that Floyd pay the 10 million per pound over the weight limit. As crazy as that penalty sounds the only credible reason why mayweather would back out and come up with ridiculous excuses for not agreeing to those terms is if he in fact was planning on coming in the fight overweight. If not then the stipulation as crazy as it sounds shouldn't be a problem. Thats just my logical way of looking at it, i understand that not everyone is going to think that way which is ok.
