    You and jab are missing the point. This isn't being done to put pressure on Pacquiao, it's being done to put pressure on the commissions. What if one of the fighters test positive using USADA methods. What is the commission going to do? The agreement by both fighters to step away for two years is another slap in the commissions face, reminding them that they are irrelevant in the face of money and power.

      Law. I don't think people understand what it means when you form a contract. It's a legally binding agreement.

            The law/courts. If the person tries to break the contract by boxing USADA can get an injunction against them.

              and it would be thrown out on a ruling that the usada has no authority in the sport of boxing, and the individual state comissions who license the fighters.

                No it wouldn't be thrown out. The relationship between USADA and the individual states doesn't matter it's the relationship they have between Floyd and Shane.

                That's what people aren't understanding. You can make a legally binding agreement with someone then not live up to your end of the deal.

                    Not arguing there either. They've been trying to get into pro sports for years and are EXPENSIVE. Their catch success is about as laughable as everyone already used but they are at least more comprehensive which can have some deterrent affect.
