Why is Pacquiao always given the benefit that he's small at WW?

The difference is Floyd has height and reach and a style where coming in heavy would not benefit him at all. He does get credit for being a smaller welterweight, well he did before the JMM fight, where Floyd was probably 154 or something.

Pac is short, weighing 149 on fight night, and not only slugging but beating the sh** out of people.

Pacquiao weighed in 2lbs under the WW limit, and even to do that he has to eat like crazy to keep his weight up. He's only 5'6.

Mayweather isnt as big as someone like Clottey but he still has a much bigger natural frame than Pacquiao, he's over 2 inches taller and doesn't have to bulk up to make 147, its a natural weight for him. I dont think he could make 140, where as Pacquiao could do it fairly easily.
