Mayweather took 4 years to move from his last fight as a Junior Lightweight to his first fight as Welterweight

Manny took 9 months to move from his last fight as a Junior Lightweight to his first fight as a Welterweight

please explain how this is the same exact thing like you state I am curious?

Let me explain it for you. Manny went up 13 lbs in that time for Oscar and dropped 4 in his next bout against Hatton. Mayweather went up 8 lbs in a span of only 5 months and stayed there. that adds up to a total of 1 lb you are providing as evidence. That was tricky wording though.

Or how about this in 2003, Manny = 125 Floyd =135
in 2009, Manny =140 Floyd = 147

The answer to your question is fairly obvious. Manny stayed low longer owing to his smaller frame. He still has no business at 147.
