It didn't need much else, but since you insisted. For starters, unless a cop sees you driving reckless he's not going to pull you over. If he does, then you MUST take a breathalyzer if he has reason to believe you're under the influence. You either take it right there or at the station.
Second of all, driving recklessly is breaking the law. The law in Pacquiao's case is the NSAC. You follow the rules, you don't get pulled over.The NSAC doesn't feel the need to give Pac extra tests. So is the civilian going to still try to make him take it?

The correct analogy would be that you've taken the police breathalyzer test several times that night because every major intersection has a checkpoint. Now you get to this one street and some guy who says he saw you driving recklessly stops you before you reach a checkpoint and tells you to take his breathalyzer test. He refuses to go to the cops at the checkpoint 10 feet away because he thinks the breathalyzer test the cops are using is insufficient. He then shouts to everyone when you refuse to take his breathalyzer test, even though you've been testing fine the entire night. All this because you have better rims on your car than him.

We both know you would tell the other guy to fcuk the hell off.I got pulled over in my car by a random guy in another car on my way to making some good money, simply at a checkpoint.
When I asked some other driver why he pulled me over he points at the corner and says his Uncle said I was driving recklessly. BUT I WASNT!
Now the guy tell me they believe I was drinking. But I WASNT!
Now the guy told me to take a breathalizer.
Would it be rational or even justified?
