Im no fan of Margarito. He tried to cheat and may have cheated before. He's done his time though and should be allowed to fight again.
The fact that a soft commision says otherwise well that is just a sad part of the sport.

There is nothing that says they have to give him a licence to box again, boxing is a not a right.
