These are all enforced and regulated by the governing body of NASCAR. Not necessarily a commission type body of governing, but it is still governed with a set of rules and standards.
      which relates to boxing how?

That was my response to another poster about how each sport has a governing body or commission that sets rules and standards. NASCAR was one of my examples as well as MMA, Football, etc. etc.

Not necessarly, different issues with different applicable rules and regulations.

Professional racing and football (the sports themselves as paid events) do not have a governing body.

NASCAR and the NFL have a governing body. That is what you are confusing.

When fans and players had a problem with the NFL what did they do? The formed the AFL. They created new rules, had new referees, and changed the way the game was played in many ways. What did this do? It competed with the NFL and forced them to change how they do things. Most believe it ultimately enhanced not only the NFL, but the sport of football itself.

This can not be done in boxing because it would be illegal.

My proposed commission I posted earlier would be similar to NASCAR or the NFL. It would be a private entity that would have every incentive to have fair scoring and fair fights, just like NASCAR and the NFL have every incentive to keep a level playing field (which I think most would agree are much better run and more fair than the sport of boxing).

Boxing (and MMA arguably) is the ONLY sport where someone can completely shut someone out for the entire event and lose. It's a joke.

C'mon now, of course i meant the NFL, NOt just football in general. Even The local track and racing we used to have had rules and regulations that had to be abided and enforced. My point is whether it is a independent governing body by commission or the leagues own commission or governing body, each sport will have a set of rules and regulations that have be followed and enforced and run by the league. Not run by the athletes for the simple fact of conflict of interest.

              Why not?

I also believe if fighters have demands such as a catchweight or randomized blood tests they should be allowed to implement them in a contract which can be negotiated.
