Negotiations for the Pacquiao-Mayweather fight came to a halt after a request by Mayweather that Pacquiao submit to Olympic-style drug testing that would be administered by the United States
Anti-Doping Agency and which would include random blood and urine draws.

Pacquiao agreed to any testing requested by the Nevada Athletic
Commission, but balked at testing by any outside agency.

It’s unlikely that the two parties will resume negotiation with Pacquiao making good his threat at filing defamation lawsuit against Mayweather Jr., Mayweather Sr. and Golden Boy Promotions.
So your highlight emphasizes the fact that Manny will agree to any test from somebody that dont do blood testing , dont you find that a cop out in a sense or in the least a hollow concession in the light of what is being asked , random blood test .

The NSAC is the governing body in terms of drug testing when it comes to this fight, it is already given since both parties already agreed on the venue and that's in Vegas. The NSAC has the sole jurisdiction for this fight, but i know they are coordinating with USADA to help with the test. So in the end floyd will still get his demands but under the NSAC's rules and regulations..

Thing I see was that Arum and his " we will abide by NSAC " came as an after thought from Arum after it was revealed public press release by the top guy at NSAC that they could not order blood testing , that it was up to them to negotiate that themselves , as blood testing is not on their mandate , also saying its mandate could not be changed that quickly for Srums meeting date , as far as a meeting for them to order the blood testing they cant do that in the time frame , it was when this came out Arum starting beating the drum about the NSAC , Floyd side said they would use any other testing agency rather than the USADA that Arunm wanted , but I guess they would want one that did random blood testing , I think Arum is trying his hardest to not have Manny tested , i dont except Pacs reason of I feel weak , when they can have a 14 day cut off , cant tell me taking 3ml of blood makes Pac feel weak for 2 weeks .

            There is no rational explanation.

            That is all.

            Carry on.

what i want to know is why floyd won't accept pacquiao taking a test right after the fight in the locker room.

WHY! because he has a phobia lol! because he gets weak lol because he is letting pride come into the negotiations by saying who is Floyd to make these demands (i thought he was very humble and angelic). COME ON GUYS GIVE ME ONE RATIONAL ARGUMENT AS TO WHY HE DOES NOT WANT TO DO THE RANDOM BLOOD TESTING.
there will be no explanation enough to be rational to an irrational person asking for it. from the looks of your arguments what you really after is not manny undergoing random blood testing, *****s want to dissect pacquiao. this issue shoulf rest now that the case had been filed in court.

Come on man, your assuming something that arum and the NSAC might or might not do. We stick on the facts first, manny already agreed on an olympic style of testing, it involves blood and urine test, both sides are not just agreeing on the procedures. Now assuming at the start manny immediately agreed with what floyd wanted, the NSAC will still be the one whose gonna supervise the procedure and will set the proper rules. And if it requires extracting blood by outside agency, the NSAC will still be the agency on top..

Not quite my friend , NSAC did as I said explaining their situation , thats fact , and the timing of Arun wanting them to handle it was right on cue , Im not making this up

This not that complicated , Manny is refusing random , and he dont want to be tested inside 30 days , how can he be saying he agrees to Olympic testing but then dictates how it is done and when .

Anyway we could go around for ever just wish they would just sort it out and make the fight happen .

                      Thanks for some civil comvo
