Big difference here. If Pacquiao wants to fight in a place where PEDs are legal, he technically could if he wants, and if he can get anyone to fight him there, and take all of the steroids he wants. If the fight is taking place in Nevada, and, from my(admittedly limited) understanding of the rules regarding lidocaine in Nevada, he is allowed to use it the way he uses it. It's regulated, like any prescription medication. There's a big difference between PEDs(illegal everywhere, it's not just a morality thing, you get caught trafficking PEDs you will go to jail), and prescription painkillers, which are apparently legal where the fight is taking place.

it is ILLEGAL to use the painkillers to enhance performance inside the ring. Golota was caught and fined by the New Jersey Athletic Commission for doing so. DLH was also caught but Bhop preferred not to file a complaint because he joined GBP after their fight.Comment

I dont have the exact list of all the states but Nevada and New Jersey are among the states that ban xylocaine/lidocaine use by boxers during fights. Since Castillo? Hatton's camp sought for more thorough testing on Floyd to make sure that he dos not use the painkiller at least a week before their fight.Comment
