Both sides have to meet somewhere down the middle. I think we should all vote, as fans, on what is fair to both fighters.
Team Mayweather has requested standard USADA style drug testing for the both of them, which is random on any date before the fight. Pacquiao has expressed discomfort with this style of testing for numerous reasons. The most logical being Pacquiao doesn't want testing done on the day of the fight, which is understandable if he truly does feel weaker due to blood testing. Let's give him the benefit of the doubt and assume testing too close to the fight does affect him mentally.
Since it has been proven that a 30 day window is absolutely useless and can easily be cheated, that is clearly not acceptable.
Here's what we know is not acceptable, if we take into consideration the demands from both sides.
1.) 30 day window. (Team Mayweather will not sign to this)
2.) Testing too close to the fight date. (Team Pacquiao will not sign to this)
The critics from Mayweather fans might say, "but there are drugs which can leave the system within hours". While this is true, I feel the major benefits of taking PED's would be gained while in training. I'm no expert, but if I had any su****ion that my opponent was on PED's then I would feel a little more comfortable knowing he was only able to enhance himself for a couple days only, instead of an entire month.
The critics from Pacquiao fans might say, "but 48 to 72 hours is not enough time to recover mentally". Any slight, and let's emphasize the word slight, weakness from giving a sample of blood would be gone after a day at the most. The last week of the fight is a time that "Pacquiao takes it easy to prevent over-training", according to Roach, so I don't see how in any way could it affect him. An excuse, valid or not, is that before the Morales fight Pacquiao felt weakened. Keep in mind, this was done the day before the fight and if my information is correct, the blood testing had to be re-done because of a problem with his original sample.

Randomized testing, but with a 48 - 72 hour cutoff before fight night and another test immediately after the fight.
