because cotto and his camp agreed to put his belt on the line at 145 to get a shot at beating pacquiao and get the biggest pay day of his career.
mosley was willing to fight at a lower weight. pacquiao has all the bargaining chips and he earned them.Comment

Actually i read every single post on the thread before i replied to yours, And your post about and the highlighted bit caught my attention, It seems you tried to imply why people are critising Roach for was the weight...Which is not what people are critising Roach for,If am wrong then you can correct me and i would apologies.logic. Pac "forced' cotto at 145, and cotto agreed. end of story. if PBF and Pac agree on 147 then they should come in at 147, as agreed. either of them going beyond that is clearly violating his part of the deal. why is roach being burned at the stake for this line of thinking?Comment

On your question: I do not know when the last time a drug test like this was done in boxing and I do not have an example for you.
The point of the test is not to build up stats on how many times it's done or not. Whether Paquiao has passed drug tests be for is of the question. You can not assume that because he passed a urine test in November, he will also pass a blood test.Comment

6 weeks before the fight?? that's too long and drug test render useless if so. IMO, drugs are taken just few days before the fight to have an effect at least not 6 weeks before the fight. That means, if somebody will take drugs he will do it just after that blood testing, let's say 6 weeks just after the testing to the day of the fight.
