He doesn't waste punches which makes him smart and effective.An example was in the DLH fight. Delahoya threw more punches but landed less in every department including power punches.

Do the math: If Fighter A lands 20% of 80 punches then he outlands Fighter B who lands 50% of 20 potshots. Pernell was compared to other great defensive boxers before him. But Pernell never fought someone as highly rated as Pac.
So Pac by decision or late stoppage.

Pernell can dodge and all that ****, but seriously I think Withakers power (and much less his speed) could not keep Pacquiao at bay. Pacquiao by desicion.
