Honestly, I believe that he can and would have beaten either Cotto or Margarito.
He simply wanted bigger stars. He wants to have big fights and get the most money. He's a business man before he's a fighter. It's not a flaw, for the fans it might be, it's simply the way some think. I don't blame him for his own personal priorities.
He wanted all the fighters in the division to beat eachother up, but that's wha all fighters technically bank on. He wanted them to be bigger stars. That's why Cotto would have been the guy he preferred out of Manny and Cotto, because it's an easier fight, but it's also a big fight if he won. And a fight he can get the A-side of far more than he could with Manny. But, I don't think he feels he can't beat Manny.
For better or worse, he honestly thinks he can beat ANYONE. It's not a a scam. He believes he's that great.
He wants only big stars to prove it again. So, he retired to let them all become it or get forgetten. Some did it, Manny. Some are forgotten, Margarito. Trust, if he beats Manny clearly, in any way, it's either a rematch, or a fight with Mosley next. If Mosley loses and if Cotto comes back strong, he'll fight him next.

to rest and come back to make more in one fight vs. Pac then all of the other WW's made combined during his layoff. Money May is the WW division and all roads lead through him.

I think he was lacking motivation. Hatton was a bit of a super fight, coming in unbeaten, hailed as the best light welter stepping up to take on PBF. He'd had a super fight with De La Hoya before that. How do you train just as hard when you are fighting a mexican that has been beaten 5 times? Or wait for Cotto to become a mega star instead of just a respected unbeaten fresh champion?
