Someting is off here. Hopkins-Jones is also scheduled for March 13. HBO is planning on having a 24/7 for that fight, aren't they? Well, what about Pac-May if it's also on March 13? Two 24/7's at the same time? Ich don't think so. One of these fights will NOT be on March 13.

There is enough time for Pac to train. He camps for 8 weeks and he can start camp in the middle of January.

This is why they have negotiations, to work out a deal that suits both sides. There are bound to be some areas of conflict hence the need to negotiate.
