I don't believe he ever intended to stay at 135, he didn't want to clean out the entire division, nor did anyone expect him to. Remember he was already talking about fighting Hatton at 140 during the time he fought Diaz? 135 was merely a pit stop before moving on to better things. And please, don't tell me the likes of Campbell would have been any kind of match for Pacquiao. Manny is leagues above, even an idiot knows this.
