Those last 2 lbs can do enormous damage to a fighter, and a perfect case in point is the Corrales-Mayweather fight, where Corrales, who had given up at 130, was induced by "an offer i couldn't refuse" to sweat back down to 130, and, at the weigh-in [after a couple of failures] looked like a walking corpse.
He also fought like a somnabulistic victim, by far the worst Corrales ever seen.
So, until Manny fights as a full welterweight, meaning that his opponents can weigh up to 147, I don't think that he should be considered in any welterweight lists.
He can fight at 145 if he wants, no one will prevent him.
