Used to be the case. Plenty of loopholes were used. Booze was imported in "diplomatic bags" and handed over as gifts to well connected locals. And in the oil worker compounds there is no law but the law of the oil company. But, generally, the rich people head abroad to get their fix of depravity. Often that will be US and Europe, but places like Mauritius, Seychelles, Thailand are also popular. Many will have diplomatic immunity so they can get really depraved, sadistic even, without any fear of legal consequences. Plenty of dead hookers (female and male, as there's no shortage of closeted Saudi gays) that have been left in their wake.

Funny thing, I read a book long time ago called Sultana and the Saudi royal family from the viewpoint of a royal daughter. Her brother got busted by her parents for alcohol and **** and the family was very dismissive of the alcohol, every family has it, but the **** made the dad so mad he put hands on his son.
