Exactly and I get that. However, it is what it is. Initially, the NYSAC was attempting to protect Ryan Garcia in order to help cover up those dirty tests results. They couldn't have given two shits about a positive VADA drug test.

VADA had no jurisdiction over them or was even sanctioned by them. Which was the reason why they decided to sat on those dirty positive test results for more than three weeks.

However, it wasn't until Ryan Garcia tested positive with them too that they decided to out him. His testing positive for doping with the NYSAC was a game changer.

Therefore, subsequently after weeks of being pressured by VADA to release his positive drug tests; They relented by disclosing them

While it's in poor taste that Ryan came in "heavy", let's not pretend this hasn't happened many times before with a larger weight gain.
Heck, most HW fights have 20+ lb differences.
