There's an article from around August regarding that but did it actually get confirmed? If so I guess IBF should just declare Mbilli the mando to Scull and fight him be spring, then have the winner fight Shishkin on summer.

Not officially. I heard it from a MX channel close to Benavidez Sr.

The IBF will likely order Mbilli to fight someone else for the mandatory spot.

At that point they should just switch orders and make Shishkin and Mbilli fight, and the winner of that fight fights Scull IMO. That way the rematch and the mandatory can get all taken care of efficiently.

It makes sense. Shishkin should earn his rematch. He lost a close fight, he wasn't robbed.
