I doubt this James Hunt chump would even have the balls to lace up the gloves himself, let alone step in the ring with decent opponents. My understanding is that the WBO? mandatory was next, but that idiot Goodman decided to duck Inoue and take an interim fight (in which he "broke his hand" for a ready made excuse), and Doheny was the backup for that as the next highest ranked fighter in the WBO rankings, so they went straight into negotiations. Then the WBA decided to try to jump the line, but the Japanese don't pull out of ongoing negotiations as they would lose face. If anyone has earned the right to have a voluntary defense against an opponent who is still top 10 ranked, it's Inoue. He's faced a tougher schedule of opposition without tuneups than anyone else in boxing. The only fights you could realistically call tuneups were mandatories ordered by the alphabet organizations.

Then don't watch. Who The F is forcing you to watch. Dohney build a following in japan and Japanese fans want inoue to fight him. And he is delivering it. And they are the ones who will be paying for the tickets.

I really doubt it. Look at his record. No tuneups that weren't mandatories ordered by the alphabets. No A-side games. He uses his cash cow status to make the fights with the best guys and give them career high paydays. When have you EVER heard anyone from Inoue's team say "if the money is right?" Fully half (51.8%) his career is against champions, most ranked in the top 4, and 81.5% of his career has been title fights, all against ordered mandatories or the best available fighters in the division. And he's got a signed contract to never take an easy fight. Out of all active boxers, he's the least likely to be a duck.

Far more likely that they were preparing for Goodman, and when Goodman pulled out for his random extra fight, they pivoted to the backup fighter ranked #2 by the WBO, and were deep in negotiations when the WBA decided to try to cut in line. He just got the WBA belt in December. Per their own rules IIRC, he's got over a year and a half to defend against the mandatory, and that's if WBA were next in line, which they aren't.

Personally, I think Goodman would deserve it if the WBO decided to sanction the Doheny bout as satisfying their mandatory and put his ducking a$$ at the back of the line again. What a tool.
