In 2013 he wasn't #1, he was the #1 contender in 2014, but he was ranked below Mayweather.
Is this bizarro world or something? Your own link literally SHOWS that Pacquaio was never the highest ranked WW ever again after 2012.

At no point did I say Pacquaio was finished after 2012, not only was he not finished, he proved himself to be still one of the best fighters in the world.
I said he didn't dominate the new WW era which began after Mayweather retired in 2015.
