The biggest problem with judges is there is zero accountability. The easiest way to start a change is all three judges should be marched out in front of the press after a fight and forced to answer for their scorecards, Obviously, until sanctioning bodies and promoters take stands against bad judges, nothing will change long term. But If nothing else, the horrid judges will NOT be able to defend their crap decisions, and public backlash will follow them to future fights. Maybe that will at least keep the worst of the worst from important fights.
