I don't think Canelo will fight this guy, will give him another step-aside and put him on an undercard, hopefully vs somebody who will test him.

Who knows what goes on behind closed doors...but hypothetically if you bribed the IBF 50K to highly rank your no name boxer, you could get a final eliminator vs some other no name boxer. If you win then you're mandatory and can earn 200K or more step-aside from the big name champ. Smart but cancerous way to make money. But perhaps I'm being cynical and the IBF actually have a non-corrupt way of deciding which obscure random fighter gets the next title shot.
