My own theory is that in areas where there is a total neglect of the poor, in countries like India... There is no chance for those of superior resolve to take hold. In America by comparison, the cities have always been violent, dangerous, but cultivated and took care of the poor enough so one could have a healthy disposition from which to make the trappings of poverty an example.
