Because Usyk was good enough to punish him with counters, while the only way Ngannou was landing is if he got careless.

Usyk doesn't throw a lazy slow jab so that he's countered like Ngannou was. Also Usyk is a southpaw and looks to control the lead hand battle so that Joshua is never able to just sit in the pocket and throw too many power shots

AJ doesn't have the gas tank and also due to cumulative damage he's already taken in the past, his punch resistance is questionable So again coming up against an absolutely elite tier mover with faster hands was too risky. Furthermore, Usyk's ring iq and movement meant AJ couldn't even set that up if he wanted to.
