blame the fighters that decline ibf's offer to fight their eliminators. boxers don't like them because they are strict and they have a 10 pound 2nd day weigh in policy. that's why, for example, this weekend karen chukhadzian (#7) and harry scarrf (#9) fought for #1 position. yes, karen is now ennis' mandatory (a fight nobody wants to see again). that's why hrgovic had to fight #13 zhang. wbc had this situation when yildirim fought #15 45 year old lolenga mock because everybody else declined. sometimes nobody in their top10 wants to fight their eliminator. they get demoted for 6 months and when they demote several good boxers, there's not much quality left.
since people don't follow what's happening, it looks like only sanctioning bodies are to blame. i assure you, the main reason for bad mandatories is boxers ducking eliminators. and what do you all want? to punish guys that actually wanted to fight and paid sanctioning fees? those are the only guys that should be rewarded!
