But then, both of those guys have more fights across more divisions so it's easier to find quality opposition.

You have to consider how dominant these champions are.
Inoue and Crawford have dominated their opponents.
Inoue has been the most active.
Inoue & Crawford 3x unified.
Usyk won split dec to Fury. It was a close fight.
*I would have rated Usyk higher if Fury hadn't been nearly beat by a first time MMA fighter.

I would go with what Usyk's promoter said...P4P is just a made-up thing that will be different in different people's minds. It is not a quantifiable title. He was an amateur champ, Olympic champ, undisputed cruiserweight champ, and is now undisputed heavyweight champ and (someone should have asked this to Fury) Linear champ.

Alexander Usyk is a former light heavyweight who went and dominated the super heavyweights... Usyk is not only the P4P best of this generation, but deserves to go down as one of the P4P greats of all time.alexnation likes this.

It’s definitely a relevant part of the discussion but I think you also have to analyse each win/performance.
Say if you’re comparing Usyk and Crawford, Fury and Indongo were both ranked the #2 guy behind them, but they’re nowhere near the same league.
