Could be wrong but first instinct is it's a political move. PBC will offer a low purse, Madrimov will turn it down, so they go to purse bid, Hearn/Saudi will win the purse bid, but then Charlo pulls out. Wastes months of time and hurts the sport. But would be happy to be wrong. -

If PBC bids on the fight but loses the bid, they still get their 10% or whatever from Charlo's purse.
So if Saudi pays big bucks for a one-off, it's a worthwhile deal for everyone.
They also get to **** with Crawfords plans, which appears to be the goal.
