If you're asking how there can be proof, are you saying there isn't proof? Because you'd be right in that if you are.
And just so we're clear he didn't refuse random blood tests, he refused random blood tests without a cut off date. Again, not evidence for PED use. It's evidence that he refused a drug testing procedure without a cut off date and nothing more.
You can form your opinion as to why he made that decision, but that's all it would be, an opinion.
There is no single piece of proof that says he is guilty, but there is a lot of circumstantial stuff that suggests it, its the new stuff that would come out of cross examination that would reveal guilt or innocence.Comment

My personal opinion that Pacquaio was likely a PED user is based on my decades of experience both using PEDs personally and training athletes that used PEDs.
Knowing how prevalent PED use in sports in general, not just elite sports. And observing Pacquaio's physical capabilities, despite his obviously good genetics, if I had to hazard a guess I would say the chances of him being on PED's is very likely from my expert opinion.
That said, is it possible he wasn't? Sure.
And more to the topic, is there any evidence that he used PEDs? No.Comment

Not really. Pacquaio underwent random blood testing without cut off dates plenty of times in his career.
But regardless, it's still not evidence that he took PEDs. You said there's evidence, when, there isn't.
In regards to other pro boxers who refused random drug testing. Off the top of my head I don't think there is one. Do you have a point with that?Comment
