Benevides is a better fighter and as popular as Charlo who is retired and Ryder who is retired now. Canelo fights heavy underdogs at 8-1 odds. So no it's not odd for Canelo to duck fighters that lower the odds. It's not odd Canelo fought one mandatory in his undisputed career.
