In terms of reward I think the Saudis would have paid Joshua the same to fight Zhang or Hrgovic as they are paying him for Ngannou.

But Ngannou is definitely the least risky option out of those names.

Most money, most opportunity for his next fight, most profile, a clear chance to show up a rival in Fury, and probably the least risk. And he's got no obligation to do anything else.

It would be hard to understand him taking a different route to be honest.
