        How did he duck people at 140?

        He faced Hatton, who was then Ring Champion and considered the best LWW in the world. And had been top of the division for years.

        Regardless of what people think of him now; before that fight Hatton was considered was the best at 140 and the only person was considered to be as good as or better as him was Pacquiao himself.

        In fact if Pacman had fought anyone else at 140 he was have been accused of ducking Hatton, the champion of the division for a few years.
