Boots- Good Fighter, Paper Champ- 100% Titles are passed on in the ring not e-mail. But other Champs and those contenders are not going to risk a chance at the other belts by losing to get Boots IBF belt then accept a ranking drop in the other organizations. Boots is fcked and stuck in the IBF for now.
