Who the **** knows. Top HWs dont mix it up with each other consistently enough to get a proper sample size to determine who is really the best. Fury gets assumed to be the no1 and practically untouchable off the back of beating one top 10 level guy and maybe 2-3 others who are top 20. Usyk is up there off the back of beating one top 10 guy (arguably two if you consider Dubois a legit top 10) and one arguable top 20 in Del Boy, and both the DDD and Del Boy fights have controversy surrounding them.
