The Saudis would like to put a site fee for this because they want to promote tourism in their country, not because they think they can recover the money from this fight financially. What that means is that they expect the two guys to be at their peak and have a mass following so that British and Americans... stars and common folk alike... go to Saudi to watch the fight and use the opportunity for sightseeing as well and go back to relate their stories for further boost.
If Wilder hasn't had a fight in months and Joshua is getting booed in his backyard, some heads would be doubting if it makes sense to spend the money on AJ vs Wilder right now and/or what other things need to be sorted out to get the maximum return from this...like promoting, TV rights, coinciding with some even in Saudi, etc. Remember, this was supposed to happen last year, and we still haven't sorted things out yet.
