As far as I know the westernization of Saudi is the real investment. I don't think the kingdom cares if each individual venture turns a profit, it's more a soft war deal to make their people more accepting of western culture and therefor more willing to adopt aspect of that culture which allows for closer ties and business deals with the western world.
