Saudi is opening up its tourism sector and wants to attract the traffic that otherwise goes to Dubai/Oman/Jordan/Egypt to visit the Kingdom. They are opening up their visa policies, historical sites, building fun attractions, etc. During the Fury-Paul fight, the prince said that the ministry of tourism would be pouring in some of the money.

It is understandable if the Saudis want it in the Nov-Feb timeframe. They want some of the visiting fans to tour the kingdom as well. However, this could have been accomplished if Fury-Usyk agreed to Jan/Feb dates instead of pushing it further in April.
