I feel like that's because of the fault of OVER paying fighters these days. Why would they risk a loss and status of future mega checks against a great fighter than continue to milk against lower tier opposition for the same money?
I'm not saying giving boxers UFC pay, but 2-3 million dollar paychecks for non-PPV fight is absurd. Even PPV fights against bum opponents, they don't deserve that amount. They really need to restructure the pay format because as long as they get monster pay checks against easy opposition, there is no incentive to take a chance.
Back in the "hardcore" days, it was more like, you get paid according to moving up in the rankings and facing the better guys. You literally had to face a the top guys to get a huge paycheck when you hit that mega PPV fight.
