If you look at both mens history over their professional and amateur careers you would see that Tank has NO ONE known on his resume. Thats why this clause is important to him. He never fights anyone. Meanwhile look at Garcia’s resume since the amateurs.
He has fought Haney THREE TIMES, Ortiz Jr TWICE and Shakur ONCE and lets not forget a whipping a GOLD medalist.
On paper and history. This is Garcia’s coming out party and tanks people sense it and their nervous as hell.
