I say Hopkins. He's shown better longevity and dominated a division with the most consecutive defenses, and than moved up to beat the best fighter at 175, lose a close ight to one of the best p4p fighters in the world and than dominated the man who beat the man who took his title at middlweight. Floyd could rank higher but he's never unified a division and has been cherry picking opponents while still in his prime. If he made the toughest fights he'd win them and surpass Hop, but he's about the dollar, not the legacy.
Mayweathers the better boxer no doubt but Hopkins has achieved more imo. He's unified a devision as awell as making 20 defenses of his MW title. And when he eventually lost to Taylor he showed tremendous character to climb in weight and win another title. He's recent victory of Palvik shows his ability to take on all challengers and before ppl say Pavliks limited blah blah blah - hes the lineal MW champ and nearly 20yrs younger.
