Black people are perfectly capable of being racially prejudiced, like every other social group, but the term ‘racist’ is a distinct category requiring institutional power that neither black people nor any other non-white social group possess anywhere in the west.
‘Racist’ only meant what you think it meant when the realities of political power were ignored in determining that old definition, often by those same parties that held political power. The so-called ‘caveat’ applies to all marginalised social groups, so that we don’t have the absurdity of, e.g., an indigenous American getting screwed for racism when they don’t even have clean drinking water or access to anything approaching a hospital.

Funny isn't it that the apparent "institutional powers" that are oh so racist and oppressive doesn't stop anyone from making life threatening journeys and leaving their apparently less racist country to make it to the west.
And doesn't stop people who you claim are "marginalized" from becoming millionaires and crying from their privileged positions about how cruel and racist America/The west is and how they're held back it's beyond a joke TBH.
