The more one eats the higher their blood sugar rises (hyperglycemia). The less one eats the lower the blood sugar or one's blood glucose level rises (hypoglycemia). Also, diabetes doesn't develop from eating too many carbohydrates like sugars and starches either.
One can eat a bucket of KFC, McDonalds, steaks, caviar, Burger King and still develop diabetes. As I've stated earlier; Type II diabetes comes from being overweight and overeating.
