        Make him the mandatory and the titlist isn't going to consider the IBF to be a belt worth having. Who wants to be fighting relative nobodies for no money when you're the heavyweight champion of the world?
        You've got to have some standards for your mandatory. He's nowhere near that level yet.​​​​​

          Ruiz seems a little entitled. I can't see him fighting massive threats until before someone gifts him a title shot.

            It happens all the time with the IBF - this is their weakness. Their strength is that they strictly enforce mandatories but their top ten list is often filed with boxers who are barely prospects. Actually in this case their top 15 at HW at least has a few decent names in Hrgovic, Ruiz, Joyce and Parker.

                Making him mandatory right now just gives you a future title fight that no-one will buy into.

                You couldn't really sell Hrgovic to casuals right now. He doesn't have a name on his CV.

                  The goal of Hrgovic is IBF world title shot for now. And if he can get it by beating Zhang, even better.

                  IBF champ will have to fight him than or vacate the belt.

                  Was Pulev popular between casuals when he got world title shot? Of course not.
