I did not know that. I don't think a fighter should be able to decline a Final Eliminator and remain in the mandatory position, not unless the WBC is going to order Spence vs. Ortiz! It seems to be a trend with GBP fighters, that they decline these fights, and stay in the #1 spot! Either force the fight with the Champ, fight the eliminator, or move back down the line!

Just looked it up, seems GBP told the WBC they couldn't do Ortiz-Avanesyan because they were in 'advanced talks' with somebody else. That was a month ago and still no announcement so the talks can't have been that advanced. Not sure why they turned it down because imo Ortiz would win and a final eliminator is a good next fight for this stage of his career.

I would like to know who the "somebody else" was? If "somebody else" is ranked in the Top 5, I don't have a problem! If not, then Avanesyan needs to be WBC #1.
