It wasn't the same situation at all. Molina was a last minute replacement and the fight was offered to everybody in the ratings until somebody said yes.
Whyte vs. Rivas was a fight signed by Hearn, that hadn't been ordered by the WBC, and after the fight was signed, then Hearn requested that it be made a final eliminator after the fact.
Breazeale was the mandatory. That doesn't mean you can't have a final eliminator to determine the next mandatory after Breazeale. Had Whyte won a final eliminator in 2018, he would have gotten his title shot in 2019. Instead, he made excuses, it's almost 2022, and Whyte still hasn't had a title shot. Whyte has nobody to blame but himself. He turned down multiple final eliminators and refused to earn the mandatory position in the ring.

Ortiz wasn’t a final elimination bout it was for the secondary mandatory position nice try though as they publicly confirmed it was for that as Breazeale was the actual mandatory still but you know the WBC inside out do you ?
