If you are going down the ATG route they only way to do it is by comparing how fighters did against their contemporaries and how their opponents were regarded at the time they fought.
I can post a list of hypothetical fights where everyone would agree on the outcome.

    Winner - Loser
    Pac vs Ward
    May vs JMM 2
    Ali vs Ribalta
    DLH vs Margarito
    Fury vs Whyte
    Nelo vs Rolls
    Mike Tyson vs Morrison
    Crawford vs Mikey G

    On and on

I am 10000000 % confident in these scrubby HWs getting decapitated in any other era.
Judging on the lack of coordination and skill, this is the 2nd worst HW era of all time (Mike Tyson's crack head era was the worst).

Past HWs who would murderize todays frauds -
Holy, Bowe, Spoon, Lennox, Tua, Mike T, Moorer, Holmes, Ali, Foreman, Ibeabuchi, Vitali, Liston, Morrison would be a champ, Louis, Rahman would be a top 3, Lyle would be top 5, Norton, Golota would be top 7, Hipp would be a legit gatekeeper..........

I do think the heavyweights have deteriorated quite a lot since the 2000’s .......Tim Witherspoon , Ray mercer , David tua , razor ruddock would cause mayhem through the top 10.....let alone Lewis , Bowe and Holyfield would do to it.
The proof to how bad it’s got is that in no time in history would we ever have seen fighters that have turned 40 and still be able to compete for world titles......Lewis was shot at 38 , Holmes 36 , Ali 36.
personally I don’t fall for the self propelled hype fury spouts .....his size is the only thing that makes him different and a good well schooled fighter will expose him if he decides to actually fight someone besides one trick pony wilder.....here we have a sport that is now dominated by social media fights and ex celebrity boxers and the posters lap it up.

As we speak, Tyson Fury is a top 3 all-time great heavyweight of his era but not of all-time.

            - -Blubber Fury been ducking his era. He's found his level with the low hanging fruit of Wilder that now has all the soft lads blubbering all over him.

Yes, important thing for fury is to only concentrate on being best of this era. The rest will take care of itself. You be best of this era you got chance of being best in any era.
Like PAC is best of this era, he is candidate for goat. But being best of era is only thing you have control of

Ali would not last 3 rounds. I'm disappointed in you Stuntman Mike that you have ditched your Pacquiao avatar just because Ugas whipped his ass. Disloyal fan. Nash out.
