Would Ugas Always be a bad matchup for Pacquiao?

Was it just a situation of a fighter getting old or would this always be a tough matchup/bad style for him?

      No.

Pacquaio of just 5 years ago wins every round.

Pacquaio of 10 years ago beats the living daylights out of him.

Most opponents are a bad matchup for 42 year old Pacquiao...none of these guys will be fighting at 37 or 38 let alone 40 or 42. Leagues apart.

Manny breaks both Ugas biceps in addition to his face if he were 35 also
