No, they can't. It's a mandatory. PBC has to make an effort because Porter is their fighter. There's no reason to half ass the effort, they want all the belts anyway.

But the fact is, Shawn wants the fight, Crawford claims to but really doesn't, but Crawford needs it.

PBC will do what it can and should to try and get all belts under the PBC umbrella, so we can stop this nonsense of not having a unified champion.

On Crawford's side, he will get a chance to finally prove that he belongs at 147 against a credible opponent.

PBC knows this is the time to make such a fight.

Besides, Triller could just as easily bid on it, same as DAZN. DAZN likes Crawford anyway.

when Porter/Crawford is hanging over fans' heads.

Ortiz, of course, will be having another fight because
the wait for the Crawford/Porter winner will not be that short.

No way this happens. Arum isn’t paying Porter and no way he lets Crawford go to a purse bid.

Then Crawford gets striped of the belt.
Either Crawford fights ?, or vacates ?, or get striped. If Porter don't fight and refuses the fight ?, his reputation is trashed, know coming back from a move like that after all the chat all this time about wanting this fight, him and his dad Kenny Porter.
In my humble opinion, this fight happens next for these two professional fighters.
