You look at Joe's resume and there are some good wins on it, you then look at those who he genuinely could have fought and he didn't miss out on many quality opponents.
Eubank, Reid, Mitchell, Brewer, Woodhall, Lacy, Kessler, Bhop and RJJ are good wins against solid World champions, and frankly missing out on Johnson, Ottke and Beyer doesn't really take much away from it either, though missing out on Younger RJJ and BHOP does, but that wasn't all joes fault and in fact mostly other party's.
Bika is starting to look like a solid win too.
But sorry when you are talking about ATG status, wins like that do not get you top 100, I place him just outside the top 100 and i'm a White British patriot incase you start throwing dumbass racist comments at me.
Joe could IMO have been top 50 had he fought at 160 five to ten years previous to when he did but he didn't and so he isn't.
He has a Good but not great resume, he has good but not great accomplishments and good but not great skill set.
So he's a good (HoF) but not great (ATG) fighter.
he is top 5 british All time which is what the sky interviews are talking about which are sometime missinterprited.
