this one is a toughy... Naseem never fought the type of competition Pacquiao has though so his power can be questioned as to wether it was due to who he was fighting & Pacquiao has carried his power through multiple weight classes though so I'll have to go with Pacquiao.

As were Bungu, Ingle, Vazquez, Kelley, Johnson, Medina and Robinson. I am not saying they of the overall same caliber of fighter Manny has fought, but they were all world class fighter who got put to sleep.Rather than asking who hit harder P4P.
Why not ask, who faced fighters with the tougher chins?
as someone had pointed out, Hamed gives the impression that he's the harder puncher due to the level of competition.
For example, MAB alone, I don't care how hard you punch, you simply were not gonna get him outta there with one shot!
Look at the grade A chins that PAC has faced, Sasakul had never been ko'd, Ledwaba was only dropped early in his career prior to facing PAC, MAB only been tko'd by two fighters, Erika only been dropped by PAC, Juanita only PAC was able to drop him. What do these fighters all have in common? They were all world-champs!
And yes, PAC was the harder puncher, even at 126lbs. The only way you can compare is by using a common opponent, which was MAB!
